Course Description

IRS Criminal Investigation has been involved in cryptocurrency and Darknet investigations since as early as 2013 and has devoted significant resources to related cyber investigations.  Bitcoin and other cryptocurrencies have exploded in popularity and are now accepted by mainstream businesses and also used by criminals to purchase goods and services, including social security numbers, credit card numbers, drugs, guns, counterfeit money, and even other human beings on the Darknet.  The Darknet is the mysterious area of the internet that is only accessible using a special browser known as the TOR browser and the websites found on the Darknet are not indexed and are generally not able to be searched.  In this course, we will discuss cryptocurrencies, IRS Criminal Investigation led cryptocurrency and Darknet investigations, and then pull back the curtain and navigate some of the criminal marketplaces and TOR websites.

Michael Fleischmann

Michael (Mike) Fleischmann began his IRS career as a Revenue Agent in 2001 and became a Certified Public Accountant shortly thereafter. In 2005, he became a Special Agent in the Phoenix Field Office and became a Supervisory Special Agent (SSA) in 2020, where he supervises the Cyber Program for the Phoenix Field Office. As a Special Agent, he has conducted a wide array of financial investigations involving tax evasion, cybercrime, narcotics, and money laundering crimes. During his career, he has been assigned to both the White-Collar Squad and the Cyber Squad within the Federal Bureau of Investigation as a task force officer and has specialized in organizing undercover operations and cybercrime investigations.

SA Fleischmann has served as a member of the Global Illicit Financial Team (GIFT) in Washington, DC where he conducted international investigations involving U.S. dollar transactions subject to U.S. economic sanctions. SA Fleischmann assisted in obtaining multi-million-dollar settlements between the banks and government agencies. SA Fleischmann served as a founding member of the IRS-CI Cyber Crime Unit (CCU) in Washington, DC and the Cyber Crime Coordinator for the Phoenix Field Office. As a member of the CCU, SA Fleischmann’s investigation was the first ever investigation to be bestowed as a PTOC (Priority Transnational Organized Crime) investigation. SA Fleischmann investigated one of the first cases using the darknet in IRS history. Before becoming an SSA, he was assigned to a task force that is actively investigating international cyber drug trafficking organizations, trafficking narcotics and using virtual currency to launder the proceeds of their drug trafficking. The task force also investigated multi-million-dollar social engineering schemes that victimize some of the world’s largest companies.

As an instructor, he has taught cryptocurrency and darknet courses to other law enforcement agencies, compliances departments, attorneys, judges, and others, including on CPAAcademy.org. He has received multiple awards from DOJ and IRS for his accomplishments, including IRS-CI Chief’s Awards and an IRS Commissioners Award.

SA Fleischmann has actively collaborated with Federal, State, and local law enforcement, both domestically and internationally. He was selected for an overseas assignment to Europol in The Netherlands, to collaboratively work on cyber investigations with our foreign law enforcement partners and has testified as a witness in multiple federal criminal trials.  

Mike was born in Illinois, but was raised in the Phoenix, Arizona Metro area. He holds a Bachelor’s degree in Accounting and Finance from the University of Arizona and is a Certified Public Accountant in the State of Arizona. He was recently featured on the Netflix documentary “Web of Make Believe” involving one of his previous investigations.

His most significant accomplishment are his two little girls, ages 5 and 10, who keep him on his toes.

David Votaw studied at Brigham Young University where he obtained a Bachelors and Masters of Accountancy with a minor in Information Technology (IT) in 2000. After his studies, he worked as a consultant who provided Phoenix-based businesses assistance with their accounting, IT, and management systems needs. He began his IRS career in 2004 with the IRS-Criminal Investigation as a Special Agent in Phoenix, AZ. As a Special Agent, he has conducted numerous financial investigations involving tax fraud, money laundering, public corruption, organized crime, narcotics trafficking, and cyber related crimes.
